Let's face it. The MLB is never going to have a salary cap that is "fair" for everyone. For you to make it fair for teams like the Pirates, you would have to make the salary cap something like $40 million. It's just not going to happen.
Big market teams, bring in big money. Therefore they can spend more. That should not change in baseball. Yankees, Red Sox, Dodgers, Mets, etc. bring in 10 times the money per year than the Pirates, Rays, Nationals, etc. bring in.
It's not like football where each team (for the most part) brings in similar amount of money. I don't think you can force teams like the Yankees, Sox, etc. to cut down their payroll to around $40 million. The Yankees would have to cut $168 million off of their current payroll to make that happen.
But, $208 million that the Yankees have spent is a little over the top. But, here's how to fix it, without taking away the advantage that big market teams get (and should get) in baseball.
Set a salary cap. But, a salary cap that is high enough to give the big market teams the advantage in spending. Something that teams like the Pirates and Rays won't be able to come close to, but something that would keep the Yankees from building a "super team" like they did this year.
$105 millon payroll is what I would set the cap at in baseball. Only 8 teams are above that mark right now, with the majority of teams right around that mark.
That's my fix for baseball. Anyone else have a better idea?

I think that the cap is now at 140 mil and the amount over the limit must be paid to the league for distribution to those teams who are below the cap limit. So the Yanks 208 would cost them an additional 68 mil. That money is divided among the other teams, but I don't know that formula.
